
For people who want to be granted US citizenship or permanent legal residence, filing a tax return is an important first step in demonstrating your “moral character” to the government. And acquiring an ITIN allows anyone — including nonresidents and undocumented immigrants — to file and pay their taxes. If you do not have access to a Social Security number (SSN) when completing your taxes, the Internal Revenue Service (IRS) will issue you an Individual Taxpayer Identification Number (ITIN).
If you are receiving a scholarship, grant, or monetary award from the University, you may require proof that you have applied for an ITIN before you can receive your check. SSA has recently issued this Emergency Memo (EM) to all Social Security field offices instructing them to accept digital signatures on Forms DS-2019 as part of exchange visitors’ SSN applications. If you experience any issues with a digital signature on your DS-2019 upon your SSN application, please show this memo to the SSA field officer.

You will receive a letter from the IRS assigning your tax identification number usually within seven weeks if you qualify for an ITIN and your application is complete. You will only file a tax return to the address above once, when you file Form W-7 to get an ITIN. In subsequent years, when you have an ITIN, you will file your tax return as directed in the form instructions. If you are waiting for the Internal Revenue Service (IRS) to issue an ITIN to you or your family members, you may still submit your application. We will hold your application until you provide us with your ITIN information. To qualify for the WFTC, you must apply using a valid ITIN or valid SSN.
If you are not required to file a tax return while you are in the United States, then you do not need an ITIN. You also do not need an ITIN if you have a social security number issued by the Social Security Administration. You can file via Form W-7 with your federal tax return during tax season between January and April or any time you have a reporting requirement. Visiting a designated IRS Taxpayer Assistance Center is one way to submit your application. Make sure you have your tax return and identification documents with you to avoid having to come back.
Can you apply online?
The University/OIA does not currently provide assistance to students wanting to apply for an ITIN. Students needing an ITIN will be able to use SPRINTAX to apply for one with their tax return filings in February/March. To obtain a new or replacement SSN, you must apply online via the Online Social Security Number Application.
Contact your departmental HR or financial office for more information. Because advisers in our office are not tax experts, OIA will not be able to advise you on if or how you can get a tax refund or other individual tax matters. An Individual Taxpayer Identification Number (ITIN) is used by individuals who are not eligible for an SSN if they are required to file a tax return. Individuals who have SSNs or are eligible for SSNs should not apply for an ITIN.
The instructions for Form W-7 describe which documents are acceptable. It is used by the IRS to identify taxpayers who do not have a social security number. The only people who need to have an ITIN are people who are required to file federal tax returns but do not have a social security number. If you are required to have a federal tax identification number (or file a federal income tax return), and you are not eligible to get a SSN, you must apply for an ITIN. If you must file a U.S. tax return or you are listed on a tax return as a spouse or a dependent and you do not have, and cannot obtain, a valid Social Security Number, you must apply for an ITIN. The IRS no longer accepts “SSA205c”, “applied for”, “NRA”, blanks, or previously issued IRS temporary numbers.
If you’re working and earning money in the United States, but you don’t have and don’t qualify for a Social Security Number, you’ll need an ITIN. You can apply for an ITIN tax ID for you, your spouse, and your dependents when you prepare your tax return with us. If you already have a SSN, have ever had an SSN, or are eligible to apply for an SSN, you are not eligible to apply for an ITIN. Should you apply for an ITIN now and later get a SSN, this will not cause any problems.

However, please note your ITIN is only valid for claiming tax benefits. It cannot be used to claim social security or other benefits that are not related to federal income tax. The ITIN might be helpful in claiming state tax benefits and credits. Please review the IRS’s ITIN application instructions to determine if, or how, your dependents might qualify for an ITIN. An ITIN is a number issued by the IRS to individuals who are required to report federal taxes to the IRS but are not eligible for an SSN.
- To apply for an ITIN, an F or M student must submit a Form W-7, “Application for IRS Individual Taxpayer Identification Number,” with a U.S. tax return.
- Eligible students must be pursuing a degree or another recognized credential.
- For example, in a household where both parents have ITINs, and their children have SSNs, the children qualify for stimulus checks, even though the parents don’t.
- Eligibility for claiming the CTC depends on the status of your children.
Dependents age 18 and older and spouses must complete and sign their own Forms W-7. There are some tax credits that you may be eligible to claim with an ITIN. Some state governments accept ITINs as proof of identification when applying for a state issued ID. Having state issued identification can expand your traveling options. In eligible states, you can apply for your driver’s license, and you can use your ID to pass through TSA at airports. It is not used or recognized by any other federal or state government agency.
Employment eligibility
If you are including your spouse or children on the application, they must also have a valid ITIN or valid SSN. To comply with IRS tax rules, you must submit complete GLACIER tax records to the Payroll Office and a complete ITIN application to the Berkeley International Office. Berkeley International Office will notify the Payroll Office that you have applied for an ITIN. The UCB Payroll Office is allowed to issue the payment before the ITIN is issued by the IRS.

File Taxes and Claim Benefits
